What we cover

commonhold.property tracks the legislation that is changing how flats are owned and run in England and Wales:

  • the Leasehold and Freehold Reform Act 2024, and the commencement regulations that switch its parts on
  • the draft Commonhold and Leasehold Reform Bill, published on 27 January 2026
  • the proposed £250 ground rent cap and the planned ban on new leasehold flats
  • service charge transparency reforms, consultations and government responses
  • right to manage and enfranchisement, including tribunal and court decisions that change practice

We write for leaseholders, directors of right to manage (RTM) companies and resident management companies (RMCs), and anyone who owns or is buying a flat.

Who publishes it

commonhold.property is an editorial project by Manage.Management (Manage.Management Limited, Bournemouth, England). Manage.Management builds block management and right to manage software for leaseholders and resident-led buildings. We publish commonhold.property because the people we build for need clear, accurate information about the law, and we say so openly. The site is co-branded, never white-labelled.

How we research

  • Primary sources first. We cite legislation.gov.uk, GOV.UK, Hansard, parliamentary committee reports and the published judgments of courts and tribunals wherever they exist.
  • Every factual claim is cited inline. Each article links to its sources next to the claim and lists them at the end.
  • Law, draft and proposal are kept separate. We say plainly whether something is in force, has a commencement date, is in a draft Bill, or is only a government proposal.
  • Our reading is labelled. Where we interpret what a provision means in practice, we say that it is our reading.
  • Expert commentary is secondary. We use analysis from law firms and specialist bodies to cross-check, not as a substitute for the primary text.

How we keep it up to date

The Bill Tracker is updated when anything moves: a consultation opening or closing, a commencement order, a government response, a court ruling or a ministerial commitment. Each entry is dated to when it happened and links to its sources. Every article shows when it was first published and when it was last updated.

Corrections

If you think something on this site is wrong or out of date, email hello@commonhold.property with the page and the source. We check every report against the primary source and correct the page, with a new updated date, where needed.
